看得出為什麼令人百思不得其解, 因為句子省略了幾個字:

This will allow trainers to give detailed lectures on specific functions (that are) appropriate to each department.

句中的 appropriate 是指 functions 不是指 give
我想你是以為 give......appropriately
但其實是指 functions that are appropriate

如果原句用了 appropriately 則不會出現在那個位子:

This will allow trainers to appropriately give detailed lectures on ......

或:

This will allow trainers to give detailed lectures appropriately on...
